Dear Sir,

with regard to new taxation of opium at Canton, several of the oplum dealers have this morning received telegrama advising them that the tax has been enforced and asking them to stop shipments of opium. We have already explained to you the seriousness of the situation and we feel sure that you will take prompt action in the

matter.

We understand that the tax has also been enforced at

Kongmoon.
